Richie Rich Roy Carroll's Senior Hires Refuse To Move To Greensboro


Our glowing new publisher of the Rhino Times has a new article out this week which is mostly a endorsement of his friend Robbie Perkins for Mayor of Greensboro. One interesting aspect of this column is this,

"The last three senior hires I have made at The Carroll Companies have refused to move to Greensboro.  These people wanted to stay in Raleigh, Charlotte and Colorado and commute to work weekly instead of moving here.  They commute into Greensboro every Monday morning, live in temporary housing and then leave on Friday afternoon.  These are people with very specific skills that I have to have to grow my businesses.
Several friends of mine have complained about the same problem.  This is an issue this city must address if we want to recruit new businesses and grow our existing businesses.  I am concerned any CEO is going to think long and hard about relocating to a city where there are significant impediments to attracting the talent they need for their business to be successful.
We are losing the battle for attracting new and higher paying jobs and recruiting professionals to our community.  Why?  Because we lag other peer cities in job creation, cultural outlets and education.
So what does that mean to us long term?  It means that as the cost of government continues to grow, as it will, if we don’t increase our population and tax base, then our taxes will increase."

Let's get this straight you Richie Rich Roy Carroll could increase the tax base of Greensboro attracting higher paying senior level jobs but they refuse to live in Greensboro . Does this make any sense? You say we are losing the battle for attracting new jobs but you then hire senior level positions who refuse to live in Greensboro. . What is so bad about Greensboro, please explain? You say we lag other peer cities in job creation but then you still hire senior level positions who take temporary housing in Greensboro all week then go home to their families in Charlotte, Raleigh and Colorado.

Greensboro is a great city to live in and to read Roy Carroll's diatribe is sad.Thanks Roy for not increasing our population and tax base.

Let's not not understand how and why Zack Matheny injected himself into the curfew debate and who's on what side: Ed Wolverton and Milton Kern on "Safety," in Downtown Greensboro

"Ed Wolverton, president of Downtown Greensboro Inc.,
worked with Matheny on the proposals.

“A community may say they want the license for any nightclub
that stays open after 11 p.m. or maybe 12 a.m.” ...Wolverton said.

Wolverton said the teen curfew proposal is related to two incidents last summer
when a club had a “teen night” that led to fighting in a parking lot.


Should two incidents = restrictions for all teens?

Milton Kern...was another business leader who helped craft the proposals.

“The nightclub owners have to understand
they have to be responsible business people
and not have a 'shoot ’em up,’ wild night life,” Kern said.


Didn't the N Club already voluntarily shut down?

How can this not be about keeping young black youth
who live very near downtown Greensboro being relatively unwelcome
by some who may have seemed what some could consider somewhat bigoted like?

Would any others who attended what appeared to be a meeting of "Stakeholders"
after the N Club event
like to concur as to some of the topics of conversation
at what may have been the Empire Room?

Who was there? 

If most of our local print media is aware of what most don't, 
why wouldn't they bother filling everyone else in?

WHEREAS, on January 17, 2012 the City of Greensboro, by resolution,
the City Council approved funding the Forest Oaks Estates in the amount of $2,043,084.00
and committed the remaining funds of the CCTF to the improvements of the Eastern Area Sewer Plan
provided that and contingent upon ...(3) County agreeing to commit the remaining funds
in the CCTF to the Eastern Area Sewer Plan...

WHEREAS, the County, by resolution, has offered to fund the Eastern Area Sewer Plan

Mayor Perkins Reversal of Recusal on Penthouse Neighbor RIchie Rich Roy Carroll


With this post on Triadwatch last week titled "Greensboro Mayor Perkins Recuses in '09 But Votes in '12 on Richie Rich Roy's Center Pointe"

We see from today in the Greensboro News and Record Inside Scoop this post titled "On Second Look, Mayor Will Have To recuse Himself from Vote"

Then we have the interim City Attorney Waterman say this in his opinion of the recusal of Mayor Perkins from the Park View Development vote:

Ordinance Amending the General Fund On April 3
rd the City Council also amended the City’s general fund budget to disburse economic development grant funds awarded by Guilford County to Park View Development, L.L.C. The item passed 9-0. Mayor Perkins is the listing agent for certain property owned by Park View Development, L.L.C. However, Mayor Perkins is not a member, manager or owner of Park View Development, L.L.C. As such, he does not receive any of the economic development grant funds designated for Park View Development, L.L.C. During the meeting Mayor Perkins confirmed that he would not receive any of the economic development grant funds awarded by Guilford County. Based on those facts I opined that Mayor Perkins did not have an impermissible conflict of interest in amending the City’s general fund budget to disburse economic development funds to Park View, L.L.C.

However, financial interests can be beneficial or detrimental. Upon further reflection, it can reasonably be argued that Mayor Perkins was subjected to a potential financial detriment, e.g. the potential loss of his real estate listings with Park View Development, L.L.C. As such, I am revising my prior opinion to reflect that Mayor Perkins appears to have an impermissible conflict of interest in this matter. While the item passed unanimously, I am recommending that: (1) on April 16th the City Council votes to excuse Mayor Perkins from this item; and (2) the remaining disinterested Councilmembers vote on the amendment to the general fund budget.

The analysis of a Councilmember’s potential conflicts of interest is very fact-specific and nuanced. Determinations should not be made spontaneously. Accordingly, I am respectfully requesting that Councilmembers discuss any potential conflicts of interest with the City Attorney well before the item is being considered at a Council meeting. I apologize for any inconvenience to Council resulting from my earlier opinion. Please feel free to contact me if you have any questions or concerns about this matter.


As you see from the above memo to Greensboro City Council members we see that the Interim Attorney wants any conflicts that need to be addressed before the council meeting happens. Well ,let me give you another conflict between Mayor Perkins and  Richie Rich Roy Carroll . It so happens at this past Greensboro City Council meeting we had this passed with a unaminous vote.:

12. Resolution calling a public hearing for April 16, 2012 to consider requests from developers for public participation in corporate parks in or near the City of Greensboro in accordance with the Urban Development Investment Guidelines

One of the request is to give a grant to Roy Carroll for land in unincorporated Guilford County  for over  $5,360,766 for a BS shovel ready project . Let us remember as to who should pay for water and sewer like this youtube video shows you,






It is also intersting to see Roy Carroll talking about his project off of Horse Pen Creek Road from the above video and to see how a few years later look and see who's for sale sign is on the property below




None other than the Mayor of Greensboro is selling property for Roy Carroll off of Horse Pen Creek Road at Jessup Grove Road next to Hayleigh Village Apartments. This ruling by the interim attorney and a complete reversal from what he had to say at council meeting will make for a interesting April 16, 2012 Greensboro City Council meeting because as we know developer Roy Carroll has a bunch of land in Eastern Guilford County and i am sure not all of the property will be used for a business park but will be a mixed use development and knowing as we see from the above and also the mayor is the leasing agent for Roy Carroll at Center Pointe it will be very hard for the Mayor NOT to recuse himself from the shovel ready economic bond money they want for the property in eastern Guilford County to give to Richie Rich Roy Carroll.

It is great to see 2 local bloggers on triadwatch making a difference in local politics without the help of even being on the local aggregator.

Water & Sewer 

The property that Mayor Perkins owns in front of the new GTCC buildings off of Highway 68 North is titled leabourne 68 llc .

In the video above we have the mayor saying "I own property that could be effected by this item". 

Water & Sewer for Robbie's newly zoned property?

No Mayor Perkins you own property that is directly in front of the said property that is getting water and sewer so in reality your "could be" should have said "will be" effected and am sure that when you bought the property knowing full and well that this property was right in the way of providing water and sewer to the GTCC campus.

Here is what was written a few years ago about this same property and remember that Councilman Zack Matheny recused himself from this vote but at the December 13, 2011 vote on this item he did not recuse himself like he did in past on this issue.

in this article Jordan writes this:

"commercial and residential future of the NC Highway 68 corridor

near the new GTCC aviation campus took shape on Sept. 10
when the Guilford Planning Board unanimously approved a request
by a group of anonymous investors.

The decision rezones 51 acres
from allow a shopping center and housing development
to be built on what is presently a combination of woodland and pasture.

The request was opposed by about a dozen neighboring residents
who lamented that the rural character of their community would be lost,
and that they were being out-maneuvered by powerful developers
with the deep pockets to secure expensive legal help.

“This feels a lot like land speculation,” said Mary Fabrizio, an opponent from nearby Colfax.

“It stinks because two of the investors are sitting on the Greensboro City Council.”

At-large Councilman Robbie Perkins and District 3 Councilman Zack Matheny
have abstained from a city council vote on the project
because of conflicts of interest.

Derek Allen, the lawyer with Brooks Pierce law firm
who argued the case before the planning board,
said that the two councilmen “had interest in groups that had interest in that property.”

The limited liability company interested in developing the property,
which is currently owned by WA Kennedy Jr.,
was organized in June by Jennifer C. Noble, a lawyer with Brooks Pierce.

The company’s registered agent is Stanhope Johnson,
a partner with NAI Piedmont Triad,
a commercial real estate company headed by Perkins."

It would be great for the citizens to know just who are these anonymous investors and to have Greensboro City Councilman Zack Matheny and Mayor Perkins come clean on this whole situation that he was a part of in regards to the land speculation game they both played off of Highway 68 .

Will we see any reporting from the local and weekly papers in regards to this situation or is it ok for sitting councilmembers to have anonymous investors for the public to not know about,  especially when we are talking about taxpayers monies going into building the infrastructure like water and sewer."

Developer Roy Carroll and Mayor Perkins Special Meeting on Shovel Ready for Roy's Land

After last week's article in Yes Weekly! titled " Roy Carroll Says Jump, City Springs into Action"

We have chapter 2 in  local developer Roy Carroll and his total influence over the City of Greensboro and how policy is being done and written to influence the Mayor of Greensboro's penthouse neighbor.

On Tuesday March 27, 2012 Mayor Perkins has set a special council meeting at 8:00am in the plaza level conference room of the melvin municipal building to discuss matters relating to the location or expansion of industries or other businesses in the area served by the City of Greensboro.

Then we see in this weeks IFYI March 23, 2012 provided to the media and others the agenda for this special meeting.

1. Presentation by Jonathan L. Sangster, Senior Managing Director, CBRE Consulting

Mr. Sangster is a Senior Managing Director with CBRE Consulting based in Atlanta Georgia. He leads a team that focuses on business location decisions. He is a recognized national business location and site selection consultant. Mr. Sangster will discuss the site selection process, factors that drive site selection decisions and the role played by state and local government incentives in the site selection decision.

2. Presentation of the highlights of the Grensboro Partnership Strategic Plan, Dan Lynch, President, Greensboro Economic Development Alliance

3. Economic Development Plan- Next Steps

Staff will present a proposal to Council and other stakeholders over the next two months to prepare a strategic work plan for the City's economic development initiative for the next eighteen months.

Who is this Jonathan Sangster ? All we need to do is look no further than a article in the Triad Business Journal from October 7, 2011 with a title "Caterpillar site consultant: Communities look for a home run"

In this article we have this:

"I talked to Sangster this week as I worked on an article in today's paper about the possibility of Greensboro and developer Roy Carroll partnering to develop a 100-acre shovel-ready site in eastern Greensboro. It was a presentation by Sangster at a commercial real estate meeting in Greensboro this spring that helped kick off the push to establish such a site, said Dan Lynch, president of the Greensboro Economic Development Alliance."

This has been going on for a very long time because on September 23, 2011 Triadwatch had this post titled " Pulled Agenda Item #31 Local Developer and Crony Capitalist Roy Carroll Wants $4,176,775 in Economic Incentive Grant and Loan


Let's hear what Roy Carroll had to say about who pays for water and sewer video below.





It is amazing that with all of this land available in Eastern Guilford County,we have the city wanting to expand water and sewer to this area  which consist of over 9,000 acres and all we have to look at is Roy Carroll's properties. Was there any other land available to look at? Who else was notified on this economic development bond money being used for a shovel ready site. These are some of the question that need to be answered and with this Jonathan Sangster coming into town to talk incentives on site selection to the Greensboro City Council members who is paying for him to be here and is he under contract with Roy Carroll and his companies for his site in Eastern Guilford County.

Hopefully we will see the local media cover this special meeting but don't hold your breath on that.

To Mayor and Council - If the current noise issue is really about a few downtown residents (who suddenly realized urban living is louder than Summerfield) and one or two businesses , why don't these parties sit down like any other neighbors and work out an arrangement? Why must there be a new business killing citywide ordinance? I'm a liberal democrat but even i can see this is an example of misappropriation of government power. I also own an advertising agency in downtown Greensboro. I moved there in 1995. Your approach to a stringent decibel-based rule is counter intuitive to any progress in downtown development, talent, recruitment and indirectly, MY OWN BUSINESS. So where are your "conservative business values" on this?

Let's Ask Local Developer Roy Carroll Just Who Pays for Water and Sewer, Video Embedded

With all this talk about extending water and sewer to Eastern Guilford County. It is great to hear what Roy Carroll has to say in regards to who should pay for water and sewer. VIDEO EMBEDDED BELOW




Greensboro taxpayers remember what local developer Roy Carroll just said above in that developers pay for water and sewer . So in this coming up budget talks the citizens of Greensboro should be getting a refund of close to $12 million dollars which is their share of the joint city county water fund that is going away. But don't hold your breath because this Greensboro City Council is spending your tax dollars like drunken sailors just read this from Rhino Times titled "Council Talking Trash, Giving Away City Cash"

If you think the Mayor of Greensboro wants to open up 9,000 acres to future development think again. He is hiding the fact that they want to open up all this land for water and sewer but in reality they only want to help out a certain few and we like to call them the usual suspects. "Developer Roy Carroll said in October that he was interested in working with the city to secure funding to prepare a 100-acre site at Knox Road and Interstate 40 for construction, but declined to comment further at this time.
There’s speculation that the other two locations include a site with
Rock Creek Center at Interstate 40 near Rock Creek Dairy Road that is managed by Simpson Schulman & Beard and a site adjacent to U.S. 29 near Reedy Fork Parkway owned by Reedy Fork Associates, which was formed in 2000 as a partnership between Greensboro’s Starmount Co. , Winston-Salem’s Hubbard Realty and the D.H. Griffin family."

Yes Weekly! has a new article out in regards to the noise issue for downtown Greensboro which is a must read  titled

One of the most interesting part of the story is to see the e mails that are on the Yes Weekly ! blog with a title "emails show source of noise complaint" CLICKHERE

In this post you will see in the e mail that in his penthouse Roy Carroll sleeps with a decibel meter by his bedside. Then Roy calls 911 to let them know if police officers need to get into building to let security officer know. Calling 911 on a noise complaint , really. According to Chief Miller to Assistant City Manager Speedling it seems that in and around December 9th 2011 it looks like Roy Carroll finally moved into his Penthouse and the noise complaints started.

We will see this issue come up in future Greensboro City Council meetings but they need to understand this was all brought up by one person in Roy Carroll with help from his Center Pointe resident in Mayor Perkins and it was all directed at one bar in the Greene Street Club Roof Top Bar which is a great place to hang out in downtown Greensboro.

If Roy Carroll wants to stop the noise then he should have put some sound proof walls and barriers or thicker glass in place on that side of his building.

Welcome to downtown Greensboro where it is not like living off of brassfield road.




Roy Carroll Gives 1 Million to Greensboro College While Next Month He Wants Your Taxpayer Money for a Shovel Ready Site in Eastern Guilford County



Local Developer Roy Carroll just gave a generous gift to Greensboro College in the amount of $1 million dollars  . In a round about way you can say that you the City of Greensboro taxpayer gave Greensboro College a generous gift of a million dollars. But do not worry it gets better because back in the fall on September 13, 2011 TRIADWATCH had a post titled "Pulled Agenda Item #31 Local Developer and Crony Capitalist Roy Carroll Wants $4,176,775 in Economic Incentive Grant and Loan"

Now this past week we learn from the Triad Business Journal and Owen Covington with a blog post titled "Greensboro Moves Ahead with 'Shovel Ready' Loan Pool" . In the article here is what was said


Scott said city staff has had discussions with three developers interested in tapping into the fund, which he envisions being used to develop four pads for buildings with between 250,000 and 750,000 square feet of space. Scott declined to specifically identify the properties or the property owners, but said all three sites are in eastern Guilford County, with two on the Interstate 40 corridor and the other on the U.S. 29 corridor

Developer Roy Carroll said in October that he was interested in working with the city to secure funding to prepare a 100-acre site at Knox Road and Interstate 40 for construction, but declined to comment further at this time.

Then in this article Dan Lynch from the Greensboro Economic Development Alliance had this to say;


"said forming public-private partnerships to develop large-scale sites that are ready for construction is almost a necessity given the upfront investment required and the financing challenges for private developers in today’s economy"
It must be real tough for local developer Roy Carroll who just gave a million dollars to Greensboro College to get financing but am sure that he needed to do this gift now to Greensboro College before he went in front of council to get this taxpayer funded money. Can you imagine if he got this shovel ready approved with taxpayers dollars then sent a $1 million check to Greensboro College that would not look good at all.

When Roy Carroll's neighbor in center pointe is the Mayor of Greensboro then i am sure this will get passed with flying colors and a few years down the road the Mayor of Greensboro will be the leasing agent for properties all over Eastern Guilford County .

After seeing that the Triad Business Journal is doing their bidding for Roy Carroll to get his property shovel ready for over $4 million dollars in Greensboro bond money CLICKHERE  . Someone needs to point out the close relationship between local developer Roy Carroll and mayoral candidate Robbie Perkins as we see from this post before on TRIADWATCH titled "Greensboro City Council Member Robbie Perkins and Local Developer Roy Carroll are ethically challenged" CLICKHERE.



 
When we see Roy Carroll wanting this $4 million dollars in bond money we also need to be reminded as to who is Roy Carroll's leasing agent for plenty of these endeavors all over Greensboro from properties on elm street near the Super Wal Mart to the Center Pointe building downtown to the property off of Horse Pen Creek Road it is none other than NAI Piedmont Triad Commercial properties president and partner along with being a sitting Greensboro Council member and mayoral candidate Robbie Perkins.

 Triadwatch had a post where the $4 million in bond money for Roy Carroll was taken off the Greensboro City Council for the second time CLICKHERE but then in the Triad Business Journal article they are saying that it might be brought up next month making this the third time they want to bring this up to the Greensboro City Council. Mark my word that this proposal to give developer Roy Carroll over $4 million dollars in this bond money has been shopped around to all the sitting Greensboro City Council members and knew that Roy Carroll didn't have the votes for this to pass and you see how they have delayed this for the past few Greensboro City Council meetings and if we see this agenda item back up again in front of council it was already approved by a majority of council members before it ever made it to the agenda.

Anytime you see Roy Carroll doing business in front of council remember who his leasing agent is in Robbie Perkins.

It would be interesting to see if any local media outlet will do any investigative reporting to see just how close this relationship is because we already have Robbie Perkins texting him from council chambers all the way to China with this post titled "Greensboro City Council Member Robbie Perkins Text Messages to developer Roy Carroll during council meetings, any Ethical Questions? Mayoral Candidate Robbie Perkins and Local Crony Capitalist Roy Carroll There is more to Discover

Bill O'Neill from WXII News Channel 12 did a segment on the candidates for Mayor of Greensboro. Here is a link to the video CLICKHERE . In the video at around the 1:12 mark, 1:24 mark and the 2:02 mark you will see Robbie Perkins working at his desk or work desk. Online it states that the company Robbie Perkins is a partner at is located at 101 west friendly avenue which is the Bank of America building but a closer look from the video clearly you can see from the office window that this office is located in the Center Point building owned by local crony capitalist Roy Carroll. At the 2:02 mark you can see the tower from the west market street united methodist church building which looks like it is across the street from the building Robbie Perkins is getting interviewed from.

Nobody wants to talk about this relationship between Robbie Perkins and local developer Roy Carroll than me and it is time this conflict gets more scrutiny because as we see in this video it looks like robbie perkins is lying about where his company is located because in video it looks like a office in Roy Carroll's building not at 101 west friendly avenue.

The above parody is fictitious but we all need to remember that we did have sitting council member Robbie Perkins text message to China local developer Roy Carroll during a council meeting  in regards to a issue with property off of horse pen creek road, texts are below . Rumor has it that Roy Carroll is going to bring up the 4 million dollars for water and sewer in January 2012  that has been tabled from the City of Greensboro agenda. Above you will see the text messages from Greensboro City Council member Robbie Perkins to local developer Roy Carroll. During council meeting on December 15, 2009 it was discovered that Robbie Perkins was texting back and forth to Roy Carroll about a situation involving a court case which is totally a separate issue and a condemnation of Kotis properties to put in water and sewer to Roy Carroll's property off of horse pen creek road.

The first issue that needs to be addressed is should council members be text messaging during council meetings? The answer should be NO because the council members need to be concentrating on who is speaking to them and the case in front of them and not text messaging their friends or in Robbie Perkins case your TREBIC which stands for the Triad Real Estate and Building Industry Coalition buddy.

The second issue is to see if Greensboro City Council member Robbie Perkins is also Roy Carroll's leasing agent for this property off of horse pen creek road? If Yes ,then the councilman needs to recuse himself from yet another case that comes in front of the City of Greensboro. To understand the above text messages in the first text message it talks about a person by the name of winfree, that happens to be Kotis Properties lawyer in Chick Winfree. The third text says that is has been tabled till January 5, 2010.In the fourth text it states that "Al" has been giving me the play by play. Al is probably, Al Leonard who is Vice President Carroll Commercial Construction Company and Carrolland Company.And the last text seems like Robbie Perkins saying to Roy Carroll to go toe to toe with Kotis Properties. The "Terry" in the last text is Greensboro City Attorney Terry Wood.

Will we see any local reporter ask questions in regards to the relationship between crony capitalist developer Roy Carroll and sitting council member and mayoral candidate Robbie Perkins? Did Roy Carroll take Robbie Perkins out to Las Vegas on his personal plane? Would this be ethical for a sitting councilmember be taking a flight to Las Vegas on Roy Carroll's plane?

We have seen in past where the Greensboro sitting attorney Terry Wood had this to say in this post titled "Greensboro City Attorney Advised the Trip to D.C. Raises Ethical Concerns for Mayor of Greensboro and Chairman", CLICKHERE . 

We also know that Robbie Perkins has a place to live in Center Point which is Roy Carroll's downtown taxpayer funded penthouse with address of 201 north elm street unit #906, from a deed of trust on 10-30-2009 deed will not exceed $228,000. Did Robbie Perkins get a sweet heart deal on this property from Roy Carroll? Will we see any reporting from out local journalist?
