Redistricting of Guilford County Commissioners IS ON, How Will The Maps Look, Gerrymandered or Compact?

Suburban growth creates need for redistricting of guilford county commission

Suburban growth will require redistricting of Guilford County Commission The district lines for the Guilford County Commission will have to be redrawn based on the 2010 Census, which recorded uneven population growth, County Attorney Mark Payne said. Five out of 11 precincts had strong population growth and will likely have to shed precincts to be rebalanced.
The county saw a suburban growth pattern in the last decade, with three outlying districts demonstrating the most dramatic growth. Payne said District 2, which covers north High Point and is represented by Republican Bill Bencini; District 3, covering the northwest corner of the county and represented by Republican Linda Shaw; and District 4, represented by Democrat Kirk Perkins in the northeast all saw population growth exceeding 30 percent. District 5, running south to southeast and represented by Republican Billy Yow, grew by 17 percent. District 9, drawn to ensure minority representation under the federal Voting Rights Act and represented by Democrat Carolyn Coleman, grew by 13 percent.
Payne said state statute holds that if there is substantial inequality of population the affected board may redefine its districts, adding that federal case law has established that if the variance from smallest to largest district is 10 percent or more redistricting must be done to ensure equal representation. He said the first step will be for the county commission to determine the appropriate process for redistricting.
Redistricting is “discretionary under the statute, but it’s not discretionary under the Voting Rights Act, in my opinion.” Payne said.

Guilford County Commissioners The Clock Has Started, Where are you on Redistricting of Guilford County

Redistricting has been on the front burner for the past few weeks with all that is going on the state level and the City of Greensboro having to reconsider the vote on a map that fueled a lot of controversy last week . One thing that has not been on the radar screen is why not any talk of the Guilford County Commissioners and redistricting after the 2010 census numbers came out.

We know now that on A2 of the Greensboro News and Record for 4-27-2011 Joe Killian had a article titled"Guilford Ask is Redistricting Needed" this article is in the pay wall so no links to the article. In it we have this quote from the Chairman of the Guilford County Commissioners Skip Alston
"I don't think we want to redistrict unless it's absolutely necessary"
We also have a post today from Jordan Green at Yes! Weekly  titled "Redistricting ... on to Guilford County" CLICKHERE. In this post we have Jordan saying that he talked with the GIS planner for Guilford County Stephen Dew and he got word from the County Attorney Mark Payne to see if the county needs to comply and  a ruling very soon.

It will be interesting to see if the County will also have to redistrict but if Stephen Dew rules no redistricting is needed i surely hope he has the numbers to back up this ruling in relation to the 2010 census numbers because plenty of us will be looking at these numbers with a fine tooth comb to make sure you are correct with this ruling.

Greensboro, State of North Carolina and now Guilford County as i said a few months ago let the redistricting games begin.

Simkins PAC is in Bed with Action Greensboro Illegally

The George C Simkins Jr. Memorial Political Action Committee 3rd Quarter reports reveals a relationship that behind the scenes has been talked about but now is there for all to see .

The treasurer for the Simkins PAC is non other than Melvin "Skip" Alston Guilford County Commissioner as reported in TRIADWATCH, Mr. Alston needs to understand North Carolina Laws and how they work in regards to campaign contributions.

If you can see the 3rd quarter report it shows that Action Greensboro gave $5,000 to the Simkins PAC.

(1) To make any contribution to a candidate or political committee or to make any expenditure to support or oppose the nomination or election of a clearly identified candidate;
(2) To pay or use or offer, consent or agree to pay or use any of its money or property for any contribution to a candidate or political committee or for any expenditure to support or oppose the nomination or election of a clearly identified candidate; or
(3) To compensate, reimburse, or indemnify any person or individual for money or property so used or for any contribution or expenditure so made

The Action Greensboro $5,000 contribution to the Simkins PAC was reported under line 6 which is contributions from indviduals. Please explain how Action Greensboro is a contribution from a indvidual? It is also illegal for a professional association, corporation or business entity to contribute to a political committee. Please explain how Action Greensboro gave $5,000 to the Simkins PAC?Action Greensboro is a 501c-3 organization, can a not for-profit organization give to a PAC?It is also a limit of $4,000 to give to a North Carolina registered PAC, How can Action Greensboro give $5,000. These are the questions that need to get answered.

TRIADWATCH will be sending a letter to the North Carolina Board of Election on this issue and to see the legalities of this contribution to this Political Action Committee.

This cozy relationship between 2 powerbrokers in Guilford County has been talked about for a long time but to see Action Greensboro give money to the Simkins PAC either by mistake or out in the open for everyone to see, shows all the citizens of Guilford County the foxes who are guarding the hen house.

Jeff Hyde Campaign and the Mysterious Raffle Winner, Who is The Winner?

The Jeff Hyde Committee held a reverse raffle at the Conservatives for Guilford County summer picnic here is what the committee had to say about this raffle on their application for the raffle.


The Jeff Hyde Committee is holding a Conservative Victory Raffle, now through June 25th. Only 300 tickets have been printed. Enter our raffle for a chance to win $5000.00 and you would be helping elect local Conservatives to State and County offices. Your Contribution will go along way in the efforts to use Conservative Principles to tackle the Problems that face our State and threaten our prospersity. Even before this raffle ever took place there was some of us on facebook who were questioning what and how he was going to handle this raffle at a Conservatives for Guilford County (C4GC) picnic. We had questioned how will you he handling the money and if they are going to make checks payable to your committee, which the Jeff Hyde Committee added to be in compliance with state law.

After this Take Back America Picnic and after last week's reporting of second quarter campaign contributions it was clear that something was missing in the returns. People had wanted to know who had won the raffle and if we can take what was reported at Guarino's blog by commentator Jon Firebaugh here is the comment

"I think the winner was a Becky Smith from Gastonia. It was the last item on the agenda. Jeff Hyde should know."

Triadwatch did get in touch with Jeff Hyde and here is what he had to say,

"Thanks for your concern. I did heed your advice and since I am a novice at running for office I called the State Board of Elections to discuss the raffle before hand and the prize after wards. I spoke with Adam (? can't recall his last name and don't have it handy) We executed the raffle according to finance laws.



The winning raffle ticket was drawn by Pam Furr of Rush Radio and announced at the C4gc. The winner was not present. When contacted the winner said she did not want the money. I contacted Adam again on Monday. and explained. I asked if their was any special form to fill out. Answer no. If their is no disbursement then no form. He also said "congratulations!" The winner #0067 does not want to be acknowledged and I am trying to respect her privacy. "


If the winner doesn't want to be identified then where is he or she in campaign returns that are in a scribd version above? When it comes to campaign donations there are state laws that also states that the maximum amnount a single person can give a candidate is $4,000 and if you did get this raffle back as a campaign gift then there should be a disbursement back to this person for $1,100 to get to the maximum of $4,000. You could get the whole $5,000 if this mystery person is a family member who won the raffle prize. Was the winner Becky Smith? and if so is she a family member?

Jeff Hyde states that he did get in touch with the State Board of Elections but there must have been some confusion on what transpired because in any case when it involves campaign contributions you will have to identify the disbursement of the raffle or if this person was giving the money back to the campaign then it also needs to be reported.It is not reported anywhere on the Jeff Hyde Committee campaign contributions. We will see what transpires and if this mystery raffle winner will need to be reported on the committee's campaign forms.

Mayor of Greensboro Bill Knight's Campaign Reports are Here and Needs Help with the UNKNOWN

The new Mayor of Greensboro Bill Knight has turned in his end of the year 2009 campaign contribution forms to the Guilford County Board of Elections with many discrepencies that are simple to get but way too many local politicians think it is ok to not put these items on their forms.

Let's take a look at what our campaign laws of this state have to say.

163‑278.11. Contents of treasurer's statement of receipts and expenditures.


(a) Statements filed pursuant to provisions of this Article shall set forth the following:


(1) Contributions. – Except as provided in subsection (a1) of this section, a list of all contributions received by or on behalf of a candidate, political committee, or referendum committee. The statement shall list the name and complete mailing address of each contributor, the amount contributed, the principal occupation of the contributor, and the date such contribution was received. The total sum of all contributions to date shall be plainly exhibited. Forms for required reports shall be prescribed by the Board. As used in this section, "principal occupation of the contributor" means the contributor's:


a. Job title or profession; and


b. Employer's name or employer's specific field of business activity.


As you can see from the above North Carolina law your campaign forms need to provide this information of job title and profession. From the above scribd document of the mayor's campaign forms he had a total of 29 different campaign contributors and 21 of them are by their treasurer Beth Hemphill labeled "Unknown" which is around a 72% of the forms are not complete and should be amended.

How hard it is to get in touch with these people to find out this information let's take a closer look at some of the unknowns on this list. Google is a great source along with the white pages online to find this information out.

It isn't that hard to get this information and this is just the first posting of campaign forms that will get a second look from this blog and hopefully others as well. We can also note from this end of the year returns there was plenty of contributions that went up to the limit on giving before you have to divulge any information to the board of election with on the scribd document you can see that 22 out of 24 gave the maximum of $50 to his campaign without reporting your vital information.

Maybe in the future it will be that any person who even gives a sum of $1 or more will need to show all their information to the campaign reports not just over $50. We also have a new law where the threshold to report has went from $3,000 down to $1,000 on all campaigns in North Carolina . So this means plenty of more candidates  will have to file reports in a timely manner.

Let's see how many other local candidates campaign reports look like and if anyone else like Guilford County Commissioner Kirk Perkins will get a Gold Star for reporting CLICKHERE 
 or will they be like the mayors reports that you see above which wouldn't even get a Star. The mayor is also Howard Coble's treasurer and is a accountant as well. This is the reporting he does on his own campaign, wow.

Handmade Sign from Cardinal Area of Greensboro Did It Help Mayor Bill Knight?

YES IT DID HELP MAYOR BILL KNIGHT win the election.

The above picture was taken at the entrance of the River Hills sub division out in the area of Greensboro called The Cardinal. This was the first time the newly annexed citizens had the opportunity to vote in a municipal election. If you can see from the above hand made sign it seems like they wanted everyone to know who voted to annex you into the City of Greensboro and vote accordingly.

Bill Knight Mayor of Greensboro N.C. Congrats

Below is some of the overall numbers from the Greensboro municipal elections of 2009

Congrats to Bill Knight who had a campaign war chest of around $23,000 according to the pre election campaign report. The Mayor of Greensboro Yvonne Johnson had a war chest of around $38,000 according to the pre election report.
One aspect of this election that happened is that one developer has been defeated in Sandra Anderson Groat in the at large race but another developer has now been brought on to be a part of council in Jim Kee in district #2. It will be interesting to see if the make up of the new council will be more aligned with hearing from the citizens of Greensboro or be a rubber stamp for King Zoning Stud Henry Isaacson in regards to zoning cases being brought to the Greensboro City Council. Since we know that Henry Isaacson in a news and record article on Sunday before the elections had this to say had this to say about mayor Yvonne Johnson, "Here’s a woman who has had a tremendous amount of experience in city government,” said Henry Isaacson, an attorney and Johnson supporter. “She knows this city north, south, east and west. That is my yardstick for a mayoral candidate.”
Henry Isaacson's yardstick is counting votes and it looks to me that it might be a little bit harder for the zoning stud lawyer to get his way like he has been getting away with in the past. Look forward to the video of council meeting for the next few years to see if there is any difference.
It might also be time to bring some real ethics reform to the Greensboro City Council because we have seen companies like the Koury Coproration have a rezoning case come in front of council and have the president and other members of the irrevocable trust of joseph koury give around $500.00 to the Mayor Johnson campaign on around 6/1/2009 right before the rezoning case came in front of council. This is called the pay to play aspect of local governments and it needs to stop.ETHICS, ETHICS , and ETHICS time for a change.

Greensboro North Carolina Municipal Elections with Listing of Candidates With No Reports

Welcome to the Guilford County Board of Elections

The Greensboro North Carolina 2009 municipal election is heating up and it is time to post on the candidates who do not have any information that has been posted on the Guilford County Board of Elections web site.

Here is what is written on the State Board of Elections under organizing a committee.

After completing the Statement of Organization-Candidate Committee and
the Certification of Financial Account Number Information forms, the
candidate must determine if they intend to receive and/or spend over
$3,000 on the campaign during the election cycle. Keep in mind, any
personal money a candidate spends counts toward the $3,000 limit. If
the candidate determines they will NOT spend over $3,000 for the
12 election cycle (refer to the definition of election cycle in the GLOSSARY), a
Certification of Threshold form (CRO-3600) must be completed. This
Certification states that the candidate will not receive and/or spend over
$3,000 for the election cycle. Please refer to the section on Threshold
requirements for specific information regarding this status.


So as you can see there is a $3,000 threshold but maybe in the future this $3,000 threshold will be obsolete because there might be a bill that will make reporting of campaign finances will be dropped to $500 or hopefully in future it will go down to ZERO so that everyone is held accountable to each dollar that comes into the campaign. This is called transparency.

The Guilford County Board of Elections has a section of their web site called Candidates Financial Reports you can get there from clicking on the title above or the welcome sign at top of page. Below is a list of the Greensboro municipal candidates who have nothing online .

Unofficial But Close To Official In Person Early Voting in Guilford County Take A Look Voters and Candidates


Below is the unofficial but close to official which is now official CLICKHERE early voting schedule for the upcoming Guilford County Board of Elections Municipal Primaries. One note as you can see in that they are going to offer a Saturday October 3, 2009 early voting from 10:00am - 1:00 pm.What a great time to get out the vote for as many people as possible or for the candidates to do a little politicking at the Courthouse outside of the building. Once the official statement is out TRIADWATCH will put the seal of approval on this schedule at the bottom of the post.

It is time for the citizens to get involved with municipal voting and what a great time to start then now. Campaign Financial Reports are Out For Mid Year with Plenty of Candidates Reporting Donors


The new campaign reports are out with a few of the candidates filling out their mid year 2009 report. There are a few missing on this list including Greensboro Mayor Yvonne Johnson, Bill Knight, Ben Holder, T Dianne Bellamy Small, Jim Kee, Robbie Perkins, Zack Matheny and plenty of others.
It is also noted that if you click on Greensboro City Council member Sandra Anderson Groat you will her 2009 campaign returns mid year with total election this cycle filled out it should say zero on total election this cycle not have it say total receipts of $47,174.07 and total expenditures as the same don't know why, but it does.
You can also see that Greensboro City Council member Mike Barber still has over $13,142.03 in the bank account for future use who knows what that might be.

Operation Dump The Developer's on Greensboro Fall Election Has a New Member


Now that the filing is over for the fall elections in Greensboro , we now have a new member to add to the list of candidates who need to get off Greensboro City Council or not even get elected to council at all for a myriad of reasons with the main one being the total conflicts of having people assosciated with the development industry and the influence on council.The newest member of this "Dump The Developer" bunch is Jim Kee who is running in District #2 to replace Goldie Wells.

"And, according to a blurb in his kickoff program, he has the support of Henry Isaacson, the dean of real estate and development lawyers in Greensboro. Isaacson argues rezoning cases on behalf of developers, who make significant campaign contributions to council members considered friendly to their interests."

It is very disturbing to see Henry Isaacson in support of candidates and giving campaign money to candidates when we all know that he comes in front of council on numerous occasions to rezone cases all over the city and with all the ethical lapse of judgement in the past few weeks with the mayor and local developer Roy Carroll guess who is his main lawyer on zoning issues for Roy Carroll none other than Henry Isaacson.

Call me out for this but there should be a state campaign law that if you have to come in front of any municipality for a quasi judicial setting like a zoning case, that if you have given money to any candidate than each council member who did get money from the applicant or the lawyers for either side then they need to recuse themselves. This would stop the Henry Isaacson's of the world from giving money to the candidates and the council would actually look at each case for the merits.

The other 3 candidates in sitting council members Sandra Anderson Groat, Robbie Perkins and Zack Matheny are also on the list of dumping the developers.

Also one city council candidate with one of her main reasons for wanting to get back on the Greensboro City Council was the waffling on Greensboro City Council on bringing back Protest Petitions to Greensboro, here is that post CLICKHERE

After witnessing and being a part of a great contingent of people who restored Protest Petitions to Greensboro . To see the council want to compromise with TREBIC and state law was absurd and stupid on their part because they got exposed for all the citizens of Greensboro to see.

The Greensboro City Council did vote 9-0 to restore Protest Petitions to Greensboro but they all knew that if they didn't vote for this bill on the state level they might go ahead and not want to run for election this fall because a lot of citizens would have reminded each one that they chose the special interest group over the citizens of Greensboro.

It will be good to keep this up as a campaign issue as well because lately we have seen undo influence from one developer in Roy Carroll wanting to fly elected officials to D.C. and who knows what else the TREBIC's want in this city and county or how many more TREBIC members will be appointed to a board or commission.This week we will see the new manual of the Greensboro Land Development Ordinance rewrite with plenty of influence from the TREBIC's of this county, a new post on this to come so that we all can be reminded again who had the influence on this rewrite.

So in conclusion we have a new member of the "DUMP THE DEVELOPER " on Greensboro City Council elections for fall 2009 in Jim Kee who is running in district #2 with a cast of other members to dump as well in Sandra Anderson Groat, Zack Matheny and Robbie Perkins.

This is the time for a huge change on council and to get out the vote.

Greensboro Mayor Amends 2007 and 2008 Campaign Forms for Second Time

Greensboro Mayor Yvonne Johnson has had to amend her 2007 and 2008 Campaign Contribution forms for the second time in the past month. This all started when Triadwatch was looking at the Mayor's campaign forms and noticed that in her 2008 Mid Year report she had a negative balance of -($3,087.56) then you proceed to see her 2008 year end report CLICKHERE then proceed to yvonne johnson on list of candidates, it shows at positive balance of $12,049.01 with no reporting of any contributions from individuals or PAC's for the whole year only expenditures that equaled $2,551.40.

How can a candidate go from a negative to a positive balance with no contributions being brought in? This was the question to the Guilford County Board of Elections. But as the late, great Billy Mays would say " But Wait There's More" .

If you want to see the campaign contribution forms for 2007 CLICKHERE then proceed to Yvonne Johnson this will show you that the Mayor's 35 day report was amended twice and also the 2007 year end semi annual was amended twice with the mayor's treasurer last amending the forms on 6-9-2009.

While we are on the subject of Mayor Johnson's 2007 Year End Semi Annual report . Triadwatch has also found a huge discrepancy in her contribution information not given to the Guilford County Board of Elections. North Carolina election laws states the following below


NCGS 173-278.11 states

(1) Contributions. – Except as provided in subsection (a1) of this section, a list of all contributions received by or on behalf of a candidate, political committee, or referendum committee. The statement shall list the name and complete mailing address of each contributor, the amount contributed, the principal occupation of the contributor, and the date such contribution was received. The total sum of all contributions to date shall be plainly exhibited. Forms for required reports shall be prescribed by the Board.

As used in this section, "principal occupation of the contributor" means the contributor's:a. Job title or profession; andb. Employer's name or employer's specific field of business activity."

Let's take a closer look at Mayor Johnson's 2007 year end semi annual campaign contribution report.
There were a total of 46 individual contributions given and out of those 46 as stated above 40 of those forms were left empty. On top of the 40 out of 46 with the above statute there were 7 missing addresses. There was also a unusual contribution from a company called click and pledge for a total of $188.94,if these new ways of giving are going to be used in future then they need to start providing the information to the treasurers as to who gave the $188.94.

The municipal election for Greensboro is just around the corner and the treasurers of all these candidates need to be aware of election law and filling out the proper forms to make sure it is filled out correctly just ask Guilford County Commissioners Paul Gibson, Skip Alston,and candidate Larry Proctor who had to amend their returns as well. The lax reporting needs to change and the time is now.

Dump The Developer Party on Greensboro City Council Has A Candidate in District #3

It seems like Greensboro City Council Member Zack Matheny District #3 has some competition in the Greensboro City Council Election come fall .Ed Cone a posted this morning CLICKHERE .

It is time to get rid of the developer influence on the Greensboro City Council and to start working for the people not the special interest or the melderec con simkins influence as a good friend will call them .
