Guilford County Attorney Mark Payne submitted the above scribd post in regards to redistricting of Guilford County under the outdated Section 5 of the Voting Rights Act . The scribd version is a big document but let's look at page #6 section (N)
A statement of the anticipated effect of the change on members of racial or language minority groups.
It appears that the voting strength of African American minority voters will be increased under the change in view of the increase in number of minority districts from two to three, as well as the provision that the minority districts be composed of greater than fifty percent African American voting age population, rather than merely "majority-minority."It is unclear how the requirement of African American minority districts will affect the voting strength of voters from other minority groups.
As you see the minority voting strength will increase under this new plan for a 9 member board.
