Why would Guilford County's Commissioners approve a "grant" for Robbie's project that was already underway?

...Commissioner Cashion asked Mr. Brown if construction had begun on the project
and he said yes.

Mr. Brown indicated the weather was bad the project is 30% complete at this time.

...Vice Chairman Arnold ...described the investment policy as an across-the-board tax cut.

He said the Board cannot offer rebates because it is illegal under North Carolina law
but they can offer grants.
