opposed to the newspaper. Gloriette Genereux, Mdoesto's Financial Director
stated that legal notices in the newspaper are now "an *ineffective* way of
announcing formal bids" as they pre-date the Internet as the most effective
means of communication with the prospective vendor pool." , reported

that a bidding web site could reach far mote prospective bidders.

The Modesto Bee editorialized
http://www.modbee.com/2012/06/29/2257179/plan-would-keep-public-notices.htmlthat
their opposition to this ordinance was not about lost revenue for notices
that won't be published in their paper. We all know that when they say it
isn't about the money ... it's about the money.

The migration of notices from print to on line continues when local
governments have control of the process. It is the state legislators that
have not been able to move with the times on this issue.
