Was the City of Greensboro lied to about the Aquatic Center?

If "Aquatic Center set to jump into pool" (not online)
by the News & Record's Gerald Witt is correct,
and the article says the facility is preparing bids for two national events,
and has booked one,
then how is the pool going to live up the numbers from the hypothetical
used to sell the city on the debt,
if 9 major events per year were used to convince City Council
to go with the project?

Of the events booked, how many are for what years?

If the pools cost $19.5 million, where is the other $500,000 coming from
on top of the $19 million in new debt?

What is the economic impact expected from the 17 events booked so far?
