More High Point Road Propaganda from the Greensboro News and Record?

"Housing is part of plan for reviving seedy road

Despite its decline over the years, High Point Road remains one of city government’s richest veins of tax revenue.

If they fail to reverse the tide, city officials risk local property taxes of more than $1.8 million a year, the amount paid annually by Koury Corp. for holdings along High Point Road and by General Growth Properties, owner of Four Seasons Town Centre.

So if taxpayers don't cough up millions
to preserve the tax values of privately owned properties
that ended up in the wrong side of history,
their tax values will fall to $0?
“There has to be a recognition (of High Point Road) as a real benefit to the city,” said Ron Mack, Koury Corp. vice president.

To be recognized with taxpayer money?

...Greensboro officials hope to get things going with a mix of public and private investments aimed at bringing new homes to nearby neighborhoods and new types of commercial projects to the street itself.

...Fine points are still being worked out by a steering committee led by people who live near the corridor or have business interests there.

Who is on the committee?

The basic concepts emerged from a series of public meetings that started several years ago, backed by recommendations from outside consultants and an earlier committee of residents and business owners.

“This has not been us going in there and telling them our ideas,” said Carol Carter, the city’s lead planner on the project.

“It’s been them telling us their ideas and then we worked to fit those ideas into the plan.”

They...anticipate about $7.5 million in improvements to the streetscape aimed at creating a less harsh, auto-centered atmosphere.

$7.5 million more debt for Greensboro's taxpayers?

...About $34 million in public money already has been spent or committed to projects or land purchases, including the $19 million Greensboro Aquatic Center scheduled for completion next year at the coliseum. The coliseum also is building the ACC Hall of Champions set to open in 2011, using $2 million from state government.

In addition, Greensboro taxpayers spent $5.3 million for two High Point Road properties in late 2008, $2.1 million for the run-down Coliseum Inn that has since been demolished, $3.2 million for the former Canada Dry bottling plant.

...It envisions the former bottling plant’s distinctive architecture restored as a future sports or entertainment complex linked to the coliseum.

To be paid for with more public money?

...The swimming center and ACC hall could be real game changers in reviving High Point Road, said Henri Fourrier, president of the Greensboro Area Convention & Visitors Bureau.

The same Henri Fourrier
who sold Greensboro’s electorate on an Aquatic Center
with a non-independent, non third party “hypothetical”
that will most likely cost Greensboro millions
in principal, interest, operating and maintenance costs?

Why would the “Consultant”
who created a $14,337,210 hypothetical economic impact “projection,”
say only debt free competitive swim centers work?
