You see, all politico action through the mechanism of government is framed as “positive”. Possibly the first stage might well be of a positive nature. But over time second, third and so on stages generate consequences which are of the cascading unintended consequence nature. It’s the classic case of selling the first stage consequence as positive whereas the remaining stages are negative.
Note: many depict the later stages as “unintended consequences” [negative externalities of the regulation]. Actually its “cascading” unintended consequences as the unintended consequences interact with one another creating yet another set of unintended consequences hence “cascading unintended consequences”.
