On the "private funding" for the Performing Arts Center

In politics, nothing happens by accident.

Milton Kern, Jim Melvin, Skip Moore and Walker Sanders
were on the committee that thunk up the PAC,
how could the private funding not already be in place?

Where else could "private funding" come from?
