Did John Hammer plagiarize the work of Keith Brown and George Hartzman?

"...Perkins is president of NAI Piedmont Triad, which has contracts with D.H. Griffin Companies
to sell property for them and reportedly to manage property.

Perkins has said he made a few hundred dollars off these contracts last year,
but it was deemed that a few hundred dollars was not enough to influence his vote.

However, it appears that the Institute of Government, which made that ruling,
may not have gotten the information it really needed.
