Mayor Perkins Recusals Part #1 and Past Problems with the New GTCC Water and Sewer off of Highway 68





Greensboro City Council Meeting December 13, 2011
34. Resolution approving bid in the amount of $1,966,989.17 and authorizing Contract No. 2009-021 with J. R. Lynch & Sons, Inc. for the Greensboro Technical Community College (GTCC) General Water and Sewer Project. (Council District: n/a) (roll call vote) (Attachment #34 to Councilmembers)


The property that Mayor Perkins owns in front of the new GTCC buildings off of Highway 68 North is titled leabourne 68 llc . In the video above we have the mayor saying "I own property that could be effected by this item".  No Mayor Perkinsyou own property that is directly in front of the said property that is getting water and sewer so in reality your "could be" should have said" will be" effected and am sure that when you bought the property knowing full and well that this property was right in the way of providing water and sewer to the GTCC campus.

Here is what was written a few years ago about this same property and remember that Councilman Zack Matheny recused himself from this vote but at the December 13, 2011 vote on this item he did not recuse himself like he did in past on this issue.

"commercial and residential future of the NC Highway 68 corridor near the new GTCC aviation campus took shape on Sept. 10 when the Guilford Planning Board unanimously approved a request by a group of anonymous investors. The decision rezones 51 acres from allow a shopping center and housing development to be built on what is presently a combination of woodland and pasture.

The request was opposed by about a dozen neighboring residents who lamented that the rural character of their community would be lost, and that they were being out-maneuvered by powerful developers with the deep pockets to secure expensive legal help. “This feels a lot like land speculation,” said Mary Fabrizio, an opponent from nearby Colfax. “It stinks because two of the investors are sitting on the Greensboro City Council.”

At-large Councilman Robbie Perkins and District 3 Councilman Zack Matheny have abstained from a city council vote on the project because of conflicts of interest.

Derek Allen, the lawyer with Brooks Pierce law firm who argued the case before the planning board, said that the two councilmen “had interest in groups that had interest in that property.”

The limited liability company interested in developing the property, which is currently owned by WA Kennedy Jr., was organized in June by Jennifer C. Noble, a lawyer with Brooks Pierce. The company’s registered agent is Stanhope Johnson, a partner with NAI Piedmont Triad, a commercial real estate company headed by Perkins.   "   

It would be great for the citizens to know just who are these anonymous investors and to have Greensboro City Councilman Zack Matheny and Mayor Perkins come clean on this whole situation that he was a part of in regards to the land speculation game they both played off of Highway 68 .

Will we see any reporting from the local and weekly papers in regards to this situation or is it ok for sitting councilmembers to have anonymous investors for the public to not know about,  especially when we are talking about taxpayers monies going into building the infrastructure like water and sewer.

...In 2010, other highly egregious failures to inform the commissioners occurred when Fox failed to tell the board that she had created a new high-paying administrative position that seemed custom-made for her friend, who was then vice chairman of the Board of Commissioners, Steve Arnold.

...also in 2010, Fox entered into a highly questionable real estate contract that was potentially worth millions in county money to the real estate broker – who happened to be one of Arnold's friends and former employees.

That secret deal called for the broker to perform duties Guilford County already had an entire department set up to handle.

...in recent years, county staff has become famous for offering an agenda to commissioners that buries important items in the consent agenda – which is a list of items usually reserved for noncontroversial housekeeping-type matters.

Staff also has a reputation for wording agenda items in a way that prevents the commissioners from understanding the full implications of their actions.

...Yow said the DMV office effort and the failure to adequately notify the board that the petition against the High Point City Council was being filed were only the most recent examples of a lack of communication."

Mayor Perkins and Crony Capitalist Roy Carroll seeking millions in taxpayers monies for water and sewer to Eastern Guilford County

After seeing that the Triad Business Journal is doing their bidding for Roy Carroll to get his property shovel ready for over $4 million dollars in Greensboro bond money CLICKHERE  . Someone needs to point out the close relationship between local developer Roy Carroll and mayoral candidate Robbie Perkins as we see from this post before on TRIADWATCH titled "Greensboro City Council Member Robbie Perkins and Local Developer Roy Carroll are ethically challenged" CLICKHERE.



 
When we see Roy Carroll wanting this $4 million dollars in bond money we also need to be reminded as to who is Roy Carroll's leasing agent for plenty of these endeavors all over Greensboro from properties on elm street near the Super Wal Mart to the Center Pointe building downtown to the property off of Horse Pen Creek Road it is none other than NAI Piedmont Triad Commercial properties president and partner along with being a sitting Greensboro Council member and mayoral candidate Robbie Perkins.

 Triadwatch had a post where the $4 million in bond money for Roy Carroll was taken off the Greensboro City Council for the second time CLICKHERE but then in the Triad Business Journal article they are saying that it might be brought up next month making this the third time they want to bring this up to the Greensboro City Council. Mark my word that this proposal to give developer Roy Carroll over $4 million dollars in this bond money has been shopped around to all the sitting Greensboro City Council members and knew that Roy Carroll didn't have the votes for this to pass and you see how they have delayed this for the past few Greensboro City Council meetings and if we see this agenda item back up again in front of council it was already approved by a majority of council members before it ever made it to the agenda.

Anytime you see Roy Carroll doing business in front of council remember who his leasing agent is in Robbie Perkins.

It would be interesting to see if any local media outlet will do any investigative reporting to see just how close this relationship is because we already have Robbie Perkins texting him from council chambers all the way to China with this post titled "Greensboro City Council Member Robbie Perkins Text Messages to developer Roy Carroll during council meetings, any Ethical Questions? Greensboro Mayor Perkins Has a Pay To Play and a Crony Capitalism Moment in Embedded Video on Hiring Lobbyist Craig Saperstein

Greensboro Mayor Robbie Perkins voted on Tuesday to hire Craig
Sapperstein as a lobbyist for the City of Greensboro. Perkins received a
campaign contribution of $250 from Saperstein's father and $250 from
Sapperstein's mother in June of this year.

In the first official business meeting for the Greensboro City Council 12-13-2011 we have Mayor Perkins reversing the past council and  playing the PAY TO PLAY politics on top of the Crony Capitalism card on this one agenda item which was

Let's start by saying that the new lobbyist is Craig Saperstein who in this video above was in the audience for the Greensboro Council meeting after the vote Mayor Perkins acknowledge that he has known the Saperstein's since Craig was 6 years old so this will be a relationship of close to probably 25 to 30 years.

George Hartzman before the vote brought up the fact that on or before June 8, 2011 we have a contribution of $250.00 from Paul Saperstein and also another contribution on or before June 8, 2011 of $250.00 from Sara Saperstein these 2 people are the new federal lobbyist's parents.. In the embedded video you will hear Mayor Perkins say that he did get a contribution from the federal lobbyists parents.  Looking at past contributions back to 2000 we see that this is the first time the longtime friends of probably 25 to 30 years the Sapersteins have given Mayor Perkins campaign contribution.

So as we see  longtime friends of the mayor gets his first contributions  from the parents who then hire the son to work as a federal lobbyist for the City of Greensboro. Welcome to the pay to play crony capitalist Greensboro City Council.

Grensboro Councilman Zack Matheny Did Not Recuse Himself on DH Griffin Item at Council Meeting

During the Greensboro City Council on 12-13-2011 Councilmember Zack Matheny did something that made me do a double take here is the video below

Why is this so important it is because just this past year we had Councilmember Zack Matheny recuse himself on the controversial white street landfill issue CLICKHERE with a title from Greensboro News and Record  "Matheny won't take landfill vote". Why is is ok for him to recuse himself from the landfill vote but will vote on this item from DH Griffin? He knows better and should have not voted for the same reasons given earlier in year.

When Scoop asked about the lack of recusal this week, Matheny said "that probably slipped through the cracks."

"Business park, breaks get OK"

"Kernersville approved Triad Business Park, a multi-use development -- and $3 million in incentives for its developer -- Tuesday night.

Tax reimbursements for the property would not kick in until the developer spends at least $3 million dollars on the project.

TDO Land Holding LLC won approval from the board of aldermen to develop 327 acres north of Business Interstate 40 and west of Bunker Hill Road, across the road from Triad Park...

The board agreed to reimburse TDO a portion of the property taxes collected on the property for up to 20 years or $2.35 million, whichever occurs first. Another $650,000 will be given to High Point to extend its sewer system to a point just north of Business Interstate 40.

High Point will continue to receive sewer revenue from the system.

Winston-Salem Forsyth County Utilities Commission will provide water service and receive revenue from the water system.

...The uses that will be allowed in the business industrial zoning include manufacturing, distribution and office. The zoning also allows commercial services to serve the work force, including restaurants, child care, dry cleaners and barbers. Retail services are limited to 30 percent of the district and 60,000 square feet. This helps prevent "big box" stores from locating in the business park and ensures that the park will primarily house offices, manufacturing, distribution or other related industrial uses.

The developer has to meet design standards.

...The board unanimously approved an amendment to the town's unified development ordinance that creates a business industrial section, a rezoning request to change the property to business industrial, an agreement between TDO Land Holding and the town and a subdivision request."

Amherst County: 394 - Population 32,353
Bedford County: 110 - Population 68,676

Campbell County: 99 - Population 54,842

"We do have a very strong traffic safety program
and we have pushed over the past few years to improve it
as much as we possibly can," said Robbie Oliver
with the Amherst County Sheriff's Office.

If there were 12,958 housing units in Amherst County in 2000
and fines and forfeitures was $423,733 in 2010
was each household fined about $32.70 each?

Amherst County currently writes an average of 394 tickets each month,
and that does not include tickets given by State Police.

If only 10% of Amherst County's households were fined in 2010,
did each pay about $327.206 each?

Many of the citations come on Route 29,
a stretch of road nicknamed the Virginia Autobahn.

Fines and Forfeitures have risen in the Amherst County reported budget
From $160,049 in FY 2008 to $423,733 in 2010.

"The 29 bypass that goes through Amherst County
is probably about as close as you are going to get
to Interstate 81 or Interstate 95," said Travis Barr from Virginia State Police.

But the new busiest spot in Amherst County
is the work zone on the Nelson County line.

"The pace at this particular work zone is,
you can average 3 to 4 tickets an hour easily," said Oliver.

Deputies say they typically sit less than a minute
before they spot someone going at least 17 over the speed limit.

Amherst and Nelson have paid for that bridge with speeding tickets.

...I always see people pulled over.

I have literally seen Amherst and Nelson deputies
along with State Police have cars pulled over simultaneously.

...It's all about the revenue, not public safety.


The speed limit drops down to 45,
and there are nine work zone signs pointing it out.

...other than the state police,
every locality in this area gives plenty of warnings,
up to 160 a month.

How many warnings per ticket in Amherst County?

How many warnings for the locals,
as opposed to those from elsewhere?

...Several of the localities say their average speeding ticket
is written for 19 to 21 miles over the speed limit."

Information Request for Amherst County Virginia

Please provide 10 years worth of budget revenue line

Why would Mark Binker not mention about $2.5 Billion North Carolina owes the Federal Government relative to a Employment Security Commission Subpoena?

when the guys who write your budget ask you to stop in.

Apparently, Lynn Holmes
— the Commerce Department Assistant Secretary
in charge of the Employment Security Commission
— declined to speak to the Revenue Laws Committee today.

So the Revenue Laws Committee took the unusual step
of issuing a subpoena...

The committee wanted to talk to Holmes
about the state’s mounting debt to the federal government
that has been accumulated in order to pay unemployment benefits.

Small Group Non Transparency Meetings Back in Play for Mayor Perkins in Greensboro

In this weeks Greensboro North Carolina items for your information Denise Turner Assistant City Manager wanted council members to make sure they had these dates on their calender. Here is what was said in IFYI


"Water & Sewer Fund Briefing: Next Friday, December 9th, I would like to schedule three Small Group meetings to brief Council on the upcoming meeting with Guilford County regarding the Water and Sewer Fund, which is schedlued for December 13th. City staff, as well as Mayor Perkins, Councilmember Johnson, and Councilmember Vaughan plan to attend the meeting with the County. The attending Members are scheduled to come for a meeting at 2:00pm on December 9th. Per the small group policy, up to four Members of Council can be in a meeting together. To accommodate all Members, we are holding two additional meetings on Friday, December 9th, at 3:15pm and 4:15pm for the remaining Members. Please give Mary McCollough(373-2002) a call to arrange which time works best for you."
Will the media get to call Mary McCollough up to let them know which will be the best time to sit on these meetings? or is this a sign of how things are going to operate in Greensboro where everything is conducted back room with no media in sight to report on how their governments operates. Will someone like Amanda from news and record or possibly Jordan from Yes Weekly try to sit in on these meetings?

We will see what happens but to see that only 3 days into the new Greensboro City Council they are already back to the old machine politics at it's best where everything was a back room done deal before it came to council meeting with no discussion.
