Mayor Robbie "Broadway" Perkins on Greensboro's Downtown PAC and why he should recuse himself

"This is going to happen."

Robbie Perkins
...(c) A public servant shall take appropriate steps,
...to remove himself or herself to the extent necessary,
to protect the public interest
...from any proceeding in which the public servant's impartiality
might reasonably be questioned...

§ 138A‑36. Public servant participation in official actions.

Mayor Robbie Perkins says trying isn't enough.

"This community is going to get this done," he said Wednesday.

"It's not an option.

This community has got to get things like this done."

Robin, Doug and Allen

"(e1) A member of the board or any other body
exercising quasi‑judicial functions
...shall not participate in or vote
on any quasi‑judicial matter in a manner
that would violate affected persons' constitutional rights
to an impartial decision maker.

Residents have also said they feel the outcome of the task force,
which aims to “create an open, candid and constructive dialogue
around the needs of a performing arts center,”
is a foregone conclusion because of who is leading the process.

The Community Foundation,
which supports creating a new [taxpayer funded] performing arts center,
hired Mayor Robbie Perkins’ former campaign manager [Lobbyist]
...Ross Harris to manage the task force.

...Perkins has expressed his strong support for a performing arts center,
particularly one built downtown...

Ginsburg at Yes Weekly
Impermissible conflicts include, but are not limited to,
a member having a fixed opinion
prior to hearing the matter that is not susceptible to change,
undisclosed ex parte communications, a close familial, business,
or other associational relationship with an affected person,
or a financial interest in the outcome of the matter.

“Necessity; the tyrant’s plea.”

John Milton
If an objection is raised to a member's participation
and that member does not recuse himself or herself,
the remaining members shall by majority vote rule on the objection.

§ 160A‑388.
I object.

Why does the writer of this blog chose to live in such a negative world? One with no possibilities? One where everybody is out to screw you over?
Have you ever considered that there are people in this city who care about it and want to see everyone here prosper? That there are leaders who put themselves out there to create positive change for our community and lead us into a prosperous future.
I suppose to the "haters", conspiracy theorists, and Mr Negatives out there they will never be able to see what a boon to our local economy a new PAC will be. The naysayers will always want to keep Greensboro in the stone ages so they have something to complain about.
I for one do not buy into their negativity. Greensboro has a bright future! A regional leader and center for arts, culture, business and prosperity!!

anon there are multiple writers on this blog from me triadwatch and also george hartzman so when you see at bottom of post the writer will be tagged.

You can call us naysayers i would prefer to call us reality checkers because the fluff pieces coming from the local media is pathetic and needs to be given a reality check.

Who's everyone?

Would I have bothered writing this
if I didn't care?

Everyone won't prosper
because everyone gets charged
to purchase something for a chosen few.

How much does Robbie and Roy have to gain?

How much do you?

"That there are leaders who put themselves out there to create positive change for our community and lead us into a prosperous future."

Who?

How much prosperity will be created?

Don't you really mean prosperity
transfered from many to a few
through taxation?

"I suppose to the "haters", conspiracy theorists, and Mr Negatives out there they will never be able to see what a boon to our local economy a new PAC will be."

How much for whom?

How much for the 60% that can't afford to go
who have to pay for it?

We need manufacturing jobs.

Is this the best use of taxpayer dollars
considering most incomes have fallen
over the last five years?

"The naysayers will always want to keep Greensboro in the stone ages so they have something to complain about."

I am not arguing against a PAC.

I am arguing the Mayor needs to recuse himself.

I am arguing for private funding.

"Greensboro has a bright future!"

Agreed.

"A regional leader and center for arts, culture, business and prosperity!!"

by borrowing more?

Why not pay cash?

We lose $8 million per year
keeping the landfill closed.

Are you for the tax increase?

Are you for a sales tax increase
that hits the poorest
harder than those at the top?

Remember, this is the same mayor who pledged to listen to all sides. This is the mayor who pledged to let everyone have a voice. Now this same mayor is saying "this is going to happen." And just to make sure it's going to happen, the person to lead the PAC task force is-voila!-the mayor's campaign manager.

THIS is the new day Greensboro was promised? This is change? This is leadership?

We can debate the merits of a performing arts center until the earth cools. Sure, it would be nice. But the way it's being conducted, the good-old-boy system, the cronyism..it turns my stomach. Don't you expect better out of the people who campaigned on a platform of change?

I can't believe people are okay with this. I can't believe there is no outrage over the process.

This stinks on ice.

thanks john for the comment and we put up your comment as a blog post as well for all to see. This does stink and we are not even 3 months into the mayor perkins and his crony capitalist rein on greensboro. or as some of us call them the usual suspects.

Wow, not sure it deserves such billing, but okay. Look, I'm not necessarily against a performing arts center in downtown Greensboro. But 2 things: 1. as I stated, the process is a real problem. We can't have a mayor who promised to listen to the public come out and all but say the PAC is a fait accompli. 2. I think the Carolina Theatre is getting the short shrift in this deal. As I have asked before, is there no way to expand/rehab/refurbish the Carolina Theatre? Do we want to put existing venues out of business? There are things that need to be thought about and discussed. Having the mayor make statements like "It's gonna happen" and having his former campaign manager as the lead on this project sends a terrible message. The message is "nothing has changed except party affiliation." This town deserves better.

while you mention the carolina theatre which could be a great place refurbished. Keith Holliday needs to quoted as to what he thinks about what this situation and what it will mean for his place of employment.

Keith Holliday is a part of the usual suspects and am sure if this new gpac comes to fruition that he is going to be taken care of when all is said and done and the theatre will turn out just like war memorial stadium is.

Greensboro College's Theatre Dept. has dreams & plans for an OUTDOOR performing arts center downtown. Contact Prof. John Saari, or his son Sean. Looks like a new GPAC would indeed hurt the Carolina. Robbie: "Let's fix those potholes" at least until we know the world's econ ship will right itself. Other writers here make good points. 2012 is the wrong year to push this.
