The centrally planned scheme [urban-socioeconomic developers exposed i.e. social planners lay eggs -or- eggheads lay social plans] of a downtown Mecca of entertainment and cosmopolitan habitational is unraveling. <br /><br /><br />Faced with an unraveling scheme, the answer of course, is……. another scheme! Moreover, the new scheme to fix the old scheme will need yet another scheme upon the second scheme’s unraveling…. and so the story goes with endless schemes spawning from the original scheme.<br /><br />The entire sorted downtown Confused-boro story was explained long, long ago:<br /><br />"It's very good jam," said the Queen.<br /><br />"Well, I don't want any to-day, at any rate."<br /><br />"You couldn't have it if you did want it," the Queen said.
