Guilford County Chairman Skip Alston is Muddying up the Redistricting Process for a Losing Proposition

Guilford County Chairman Skip Alston is trying to muddy up the waters with the talk of referendum and also having a 9 member map turned into the Department of Justice(DOJ) along with the 8 member map at the same time.
In the High Point Enterprise on July 26, 2011 this is what was said:
I think this talk of a referendum will come up during the August 4th meeting to have them put the referendum on the November election. There is one huge problem in that the City of High Point has their elections in even years and if Skip Alston wants to put this losing proposition on the ballot in November you will probably see plenty of citizens in High Point and also the unincorporated Guilford County not like this one bit going to the polls to vote on one item. I am sure the DOJ will not like this referendum and a City with over 100,000 will only be going to the polls to vote on this one item. What is the cost for doing this?
If we are talking about referendum then let's talk a 7 board member for Guilford County put that on the ballot as well.
From the quote above it seems like they want to completely mess with the process to also add these other maps to the mix where no one has seen or even talked about a 9 plus 2 member map.County Attorney wants to send them both at the same time but to me it needs to be a complete separate avenues for the DOJ and if they do send them together then you will see some objections from me and plenty of other people in this county.

The Guilford County Commissioners are in the process of redistricting every single voter in this county. At the last redistricting meeting Commissioner Kirk Perkins wanted all maps be turned in by today 7-6-2011 to the redistricting meeting at 3:30pm.But during today's meeting he extended the deadline till Friday 7-8-2011 so if you want to get your map in please hurry. As you will see i your humble blogger turned in a map along with statistics on each of the 8 districts under the new state law in regards to having a 8 district and 1 at large map for Guilford County. To make a long story short without getting into all the statistics details here is a synopsis below.
.Let's start with district #1 which is one of the voting rights act district mandated by federal law. This district stretches from High Point through Jamestown and into Greensboro. I am not a fan of splitting municipalities but in this case Jamestown needed to be split because the minority voters in High Point did not reach the 50 % plus 1 level and needed to pick up some of Commissioner Alston's precincts. It was a tough one to draw but hopefully it is ok.
District #2 is one of the faster growing in population areas of Guilford County which is the eastchester drive area of High Point going all the way west to the county line.
District #3 runs from Oak Ridge and down to Jamestown
District #4 mainly runs in the Greensboro area being one of the 3 voting rights act areas of Guilford County
District #5 is the last voting rights act areas which stretches on the eastern side of Greensboro.
District #6 is a big area in regards space in Guilford County and is one of the growth areas that i see in future on where development is going in eastern Guilford County. One aspect that i see happening on plenty of maps is that the town of Pleasant Garden is split between 2 commissioners but under my map they actually are together as one commissioner. Right now 2 commissioners reside in this area but in my making this map i didn't take into consideration where the incumbents live because it should not be a part of the process. This process of redistricting every 10 years should not be a incumbency protection act in regards to a map.
District #7 is where there is a lot of growth and the representation of Summerfield and Stokesdale along with some northern guilford county residents needed to have representation and i think having this district as you see on the map is good and feasible.
District #8 is made up of a Greensboro district .

Some Economic Geopolitical Debt Ceiling and Europe Thoughts from George Hartzman’s Brain
If North Carolina’s State Government is going to layoff about 11,000 employees,
not counting city and county reductions,
and about 20,000 public sector jobs get eliminated in NC over the next six months,
x 50 other states,
could the US lose at least 1,000,000 job losses in the near term
causing even higher budget deficits across the board?
If the fed debt limit deal, which could be 3 to 4 trillion over 10 years,
cuts about $100 to 250 billion in the first year,
because they will most likely back load most of the most painful cuts,
and every $100 billion cut probably eliminates about 1.3 million more jobs,
could the US lose another 2.3 million jobs inside of 12 months
not counting multiplier effects from businesses dependent on other people’s income?
If the US hasn’t sold any new debt since mid May 2011,
and the Federal Reserve stopped printing to buy Treasuries in June 2011,
what could happen to interest rates
if the US Treasury needs to sell more than $750 billion more debt,
or about $150 billion of new debt per month in the last five months of 2011,
on top of what the rest of the world wants to borrow?
If Federal, State and Local Governments cut spending by $1 trillion,
and our nation’s GDP is about $14 trillion,
which could cause at least another $500 billion less spending elsewhere,
why wouldn’t the US suffer about a 10% fall in GDP
as Europe does the same thing at the same time?
How can Germany, France, Italy and Spain continue to bailout Euro zone countries
if Italy and Spain need to be bailed out?

Why would Guilford County's Commissioners approve a "grant" for Robbie's project that was already underway?

Over the past several months, Greensboro Urban Ministry’s Emergency Assistance Program
has seen a dramatic rise in the demand for emergency financial assistance,
particularly since the beginning of July
when Guilford County Department of Social Services
outsourced its county financial assistance program.
All of Greensboro Urban Ministry funding for emergency financial assistance
comes from private sources such as local congregations,
Duke Energy Foundation, Tannenbaum-Sternberger Foundation, other foundations,
and concerned individuals.
No city, county, state, or federal funds are used.
In April, our Emergency Assistance Program provided $33,447 for 112 families
...in May, $40,996 for 153 families; in June, $47,580 for 199 families.
So far this month through July 18, $19,745 for 86 families has been spent.
Every morning this month long lines of people have lined up for services...
...unfortunately, many of the people coming to us are in long term crisis with no income.
For these people, the solution is to find a living wage job.
Such jobs are in very short supply.
...Close relationships have been developed with the new Interactive Resource Center (IRC)
and with Goodwill Industries as they accept referrals to help people become job ready.

The North Carolina Redistricting Commission came out with their maps for the Congressional House , N.C. Senate and the N.C. House districts all over the state. Here is a link to the N.C. Redistricting CLICKHERE
We know that Guilford County in regards to the ideal population of the senate seats are sitting on 2.5 senators . It is not close enough to justify having 3 senators solely in Guilford County but as we know now they did a "Double Bunk" with 2 very high profile names in the senate side in Majority Leader from Rockingham County Sen. Above you will see a alternative map for Guilford County with a little different approach. First it would not double bunk either Sen. Phil Berger or Sen. Don Vaughan. It would put Berger's district on the northern end of Greensboro then go north to get one area of Stokesdale then go to the eastern side of Guilford County in a area where he already has in his district right now. Then it goes south to the rural area of Guilford County which has a lot in common with the rural areas of Rockingham County. This area ends at the Jamestown area.This would be the Senate District #26.
Now we see the Voting Rights Act(VRA) area in District #28 this is mandated by existing outdated law that needs to be revised or done away with all together, but that is another day and a lot of issues to be dealt with. In the map above we have the sitting Senator Gladys Robinson in the 26th district but as we see from what the commission did is they went down into precinct PG1 to take in her home to be a part of this new district #28 which to me should never happen in regards to redistricting and splitting precincts because so much confusion can be had when you start splitting precincts.Having this (VRA) really makes for some confusing contortions all over this state and in Guilford County. All anyone needs to do is look at our famed Congressional District #12 and #6 which made the Top 10 in worse gerrymandered districts CLICKHERE , thanks for that dubious honor from the past. We might have our own in this new senate seat for N.C. in #27 for such an honor.
We now see that the N.C. Redistricting Commission has made a new Senate seat for Guilford County in #27. Here is a link to the map CLICKHERE . In a nut shell this is one ugly fish hook for Guilford County. If you were to campaign for this district you would have to start in the Northeast corner of Guilford County go all the way to the southern border of this district all the way west to the farthest corner of Guilford County pass the Voting Rights Act district #28 up through High Point N.C. go towards the Airport then go due east back into Greensboro N.C. This district does not make any sense whatsoever. This map of the new District #27 is not good. Whoever came up with this plan needs to go back to the drawing board.
But as you see above there is a reasonable map that puts Jamestown in with High Point along with Oak Ridge and the western side of Greensboro including Sen. Don Vaughan. This map above is more compact . It actually makes more sense and maybe someone will see this post and talk to your North Carolina Representatives to say to them that i have a alternative to the Senate Districts in Guilford County.

We know that Guilford County in regards to the ideal population of the senate seats are sitting on 2.5 senators . It is not close enough to justify having 3 senators solely in Guilford County but as we know now they did a "Double Bunk" with 2 very high profile names in the senate side in Majority Leader from Rockingham County Sen. High Point is part of what Keith Brown, who contributed a map for Triad Watch, calls a fish-hook” strategy making a district that links to Greensboro to form a minority-majority district.
“The Alston plan creates a district that runs from High Point through Jamestown and into Greensboro,” Brown said. “We don’t like that.”
Brown’s plan, and the two other county maps, also take the same district path, but Brown claims his treatment is not as severe.

Let me explain a little bit further with this scenario. We have a district that needs to be majority minority because of the voting rights act. In High Point you can only get 44% majority minority and need to be over the 50% plus 1 this means that this district that was in High Point needs to add more people. So the feasible way to go is east to get precincts through Jamestown and into Greensboro.
Doing this from High Point into Greensboro opens the door for the map makers to go under this majority minority district to make a fish hook looking area where some of the southern part of High Point remain in another area for the "High Point Hook" as i call it to happen.
As you see in the map that I turned into the Guilford County Commissioners you do not see me allow this High Point Hook. But if you see plenty of the other maps CLICKHERE it does especially the chairman Skip Alston plan.

"Numerous sources say Honda Aircraft will ask the city and county
for an undetermined incentives package
as the company prepares to begin production of the long-awaited HondaJet next year.
“In this economy, anybody that is creating new jobs and new investment
...we need to encourage that,” said Richard Beard,
a partner in ...a commercial real estate firm.
“We cannot continue to hide behind the 'they’re-coming-anyway’ mentality.
“Plenty of communities are taking the opposite approach.
They welcome any increase in jobs or tax base, whether it is an existing or new company.”
“This is one of our crown jewels for the future,” Beard said.
“This is something we can grow around as a community.”
Beard anticipates that Honda wants to do more than grow its employment base.
“When somebody says they are going to expand,
I think of jobs and capital investment,” Beard said, “but it could be just jobs.”
In 2007, when Honda broke ground on its world headquarters
at Piedmont Triad International Airport, state and local governments
offered the company an incentives package worth about $8 million.
The Greensboro City Council and the Guilford County Board of Commissioners
have executive sessions scheduled on Tuesday and Thursday, respectively.
Dan Lynch, president of the Greensboro Economic Development Alliance,
declined to talk about the purpose of the executive session.
The prospect of an incentives requests for the city and county
has been in the works for more than a month.
Both local governments announced executive sessions for June
to consider an economic development matter.
